FY2025 Pre-Solicitation Notice

 

Treatment Services Information

The Middle District of Georgia will be soliciting Competitive Purchase Orders (CPO) for Fiscal Year 2025 to begin October 1, 2024. The U. S. Probation Office procures for polygraph services, substance abuse, mental health and sex offender treatment from vendors. We are currently soliciting for BPAs in the treatment services and catchment areas listed below:

Sex Offender Treatment Services (soliciting one or more vendors to provide sex offender treatment):  The deadline for submission is August 12, 2024 by 4:00 p.m.  Postmark must be within the time frame noted.

Polygraph Examiner Services (soliciting one or more vendors to provide Polygraph exams):

Non-Instrumental Drug Testing Device (NIDT) (soliciting one supply vendor for non-instrumental drug testing devices with the following required drugs and ng/mL screening cut-off levels as mandated by the Administrative Office of the United States Courts:

1.  Methamphetamine (MET) – 500 ng/mL

2.  Benzoylecgonine (COC) – 150 ng/mL

3.  Cannabinoids (THC) – 50 ng/mL

4.  Opiates (OPI) – 300 ng/mL

5.  Oxycodone (OXY) – 100 ng/mL

6.  Buprenorphine (BUP) – 5 ng/mL

7.  Fentanyl (FEN) – 2 ng/mL

8.  Ethylglucuronide (EtG) – 500 ng/mL

9.  Methylenedioxymethamphetamine (MDMA) – 500 ng/mL

10. Benzodiazepine (BZO) – 200 ng/mL

The deadline for submission is July 26, 2024 by 5:00 p.m (EST).  Postmark must be within the time frame noted.

Payment For Services

Invoices are due for the previous month's services by the 10th day of the next month.  Payment to vendors will be processed by the 15th of the following month.  For example, invoices for October services are due by November 10th, and payment will be processed by December 15th.

Q&A Section

1.  What is the estimated annual NIDT use?

ANSWER:  The initial manufacturing request is for approximately 2,000 units/cups for the fiscal year.  If the inventory decreases quicker than anticipated, a second request may be necessary for additional cups before the end of the fiscal year.
