Treatment Services Information

The Middle District of Georgia will be soliciting Competitive Purchase Orders (CPO) for Fiscal Year 2024 to begin October 1, 2023. The U. S. Probation Office procures for polygraph services, substance abuse, mental health and sex offender treatment from vendors. We are currently soliciting for BPAs in the treatment services and catchment areas listed below:

Sex Offender Treatment Services (soliciting one or more vendors to provide sex offender treatment):  The deadline for submission is August 25, 2023 by 4:00 p.m.  Postmark must be within the time frame noted.

                                           113G-2024-0022 - Bibb, Lowndes, and Troup Counties

 

Sex Offender Treatment Services (soliciting one or more vendors to provide sex offender treatment):  The deadline for submission is September 1, 2023 by 4:00 p.m.  Postmark must be within the time frame noted.

                                           113G-2024-0023 - Walton, Dekalb, Bibb, and Lowndes Counties

 

Substance Abuse, Mental Health and Dual Diagnosis Treatment Services (soliciting one or more vendors to provide SA, MH, and DD treatment):   The deadline for submission is August 25, 2023 by 4:00 p.m.  Postmark must be within the time frame noted.

Polygraph Examiner Services (soliciting one or more vendors to provide Polygraph exams): 

                                                                     There are no current solicitations.

 

Non-Instrumental Drug Testing Device (NIDT) (soliciting one supply vendor for non-instrumental drug testing devices with the following required drugs and ng/mL screening cut-off levels as mandated by the Administrative Office of the United States Courts:

1. Methamphetamine (MET) – 500 ng/mL

2. Benzoylecgonine (COC) – 150 ng/mL

3. Cannabinoids (THC) – 50 ng/mL

4. Opiates (OPI) – 300 ng/mL

5. Oxycodone (OXY) – 100 ng/mL

6. Buprenorphine (BUP) – 5 ng/mL

7. Fentanyl (FEN) – 2 ng/mL

The deadline for submission is August 25, 2023 by 4:00 p.m (EST).  Postmark must be within the time frame noted.

Payment For Services

Invoices are due for the previous month's services by the 10th day of the next month.  Payment to vendors will be processed by the 15th of the following month.  For example, invoices for October services are due by November 10th, and payment will be processed by December 15th.

Q&A Section

1.  How many NIDT cups have you used this year so far?

As of Friday, July 21, 2023, we have order 71 cases/1,775 NIDTs from our current vendor.

2.  Is there additional compensation for vendor travel/mileage driving from one office location to another to provide service?

As outlined in the Statement of Work (page 32, item f), no show clients cannot be invoiced for payment and the same applies to travel/mileage for vendor travel between vendor sites.  Thus, when determining pricing for both individual and group seessions, vendors should consider the travel of staff in the proposed unit costs in the RFP response that is submitted to our office for consideration. 

3.  Do you have an ETA on an award date? 

 All RFPs and RFQs (with exception of solicitation 113G-2024-0023) are due no later 4:00 p.m. than August 25, 2023; bids will be reviewed the week of August 28, 2023.

4.  (NIDT) If awarded contracts start October 1, 2023, the vendor has at most 21 days after that if a PO is cut on October 1st, correct?  Is the ordering as needed or is there a minimum quantity needed for the first 3 months, per location?

The production time is understood as orders won't be placed for October 1st, but upon notice that we have available inventory.  Orders are placed on an as-needed basis for each divisional office collectively.
